Author Guidelines

The Public Administration and Governance Studies Journal (PAGSJ) invites authors to submit manuscripts that align with the journal's focus and scope. Submissions should present original research, theoretical contributions, or reviews related to public administration, governance, and policy studies. Below are the detailed author guidelines to ensure the smooth review and publication process.


1. General Submission Requirements

  • Manuscripts must be written in English and should adhere to academic standards of grammar and style.
  • Submissions should be original, unpublished, and not under consideration elsewhere.
  • Authors must include a statement of ethical compliance confirming the originality of the work.
  • Submissions should not exceed 7,000 words, including references, tables, and appendices, unless justified.

2. Formatting Guidelines

Manuscript Structure

  1. Title Page:

    • Title of the manuscript (concise and informative).
    • Full names of all authors, their affiliations, and contact details (including email).
    • Acknowledgment of funding or institutional support, if any.
  2. Abstract:

    • A structured abstract of 200-300 words summarizing the study’s objectives, methods, key findings, and implications.
    • Include 3-5 keywords below the abstract.
  3. Main Text:

    • Use 12-point Times New Roman font, double-spaced, with 1-inch margins on all sides.
    • Number all pages consecutively in the upper-right corner.
    • Use the following headings: Introduction, Literature Review, Methods, Results, Discussion, Conclusion, and References.
  4. Tables and Figures:

    • Embed tables and figures within the text at appropriate points, not at the end.
    • Provide clear and concise captions for each table and figure.
    • Use APA format for table and figure labels.
  5. References:

    • Follow the APA 7th Edition referencing style for citations and references.

3. Citation and Reference Guidelines

In-Text Citations

  • For a single author: (Smith, 2020).
  • For two authors: (Smith & Jones, 2020).
  • For three or more authors: (Smith et al., 2020).
  • Direct quotations must include the page number: (Smith, 2020, p. 15).

Reference List Examples

4. Submission Process

  • Manuscripts must be submitted electronically via the journal’s submission platform.
  • Ensure all required documents, including the manuscript, cover letter, and conflict-of-interest statement, are uploaded.

5. Ethical Considerations

PAGSJ adheres to the highest ethical standards in research and publishing. Authors must comply with:

  • Plagiarism Policy: Submissions are screened for plagiarism. Manuscripts with a similarity index above 15% will not be accepted.

  • Conflict of Interest: Authors must disclose any financial or personal relationships that may influence the research.

  • Data Sharing: Authors should provide raw data upon request to ensure transparency and reproducibility.

  • Ethical Use of Generative AI: Authors are permitted to use generative AI tools (e.g., ChatGPT, DALL-E) only for auxiliary purposes, such as grammar improvement, language refinement, or data visualization. The intellectual contributions and original thinking must remain the authors' work. Any use of AI must be disclosed in the manuscript’s methodology or acknowledgments.

  • Use of Grammarly: Authors are strongly encouraged to use Grammarly or similar software to enhance the clarity and grammatical accuracy of their submissions. However, such tools should not be used to alter the core content or research findings of the manuscript.


6. Review Process

All submissions undergo a double-blind peer-review process to ensure impartiality and quality. Authors can expect feedback within 6-8 weeks. Revisions must be resubmitted within the specified timeframe.


7. Post-Acceptance

  • Accepted manuscripts will undergo copyediting, layout formatting, and proofreading.
  • Authors will receive proofs for final approval before publication.

Submission Preparation Checklist

All submissions must meet the following requirements.

  • The submission has not been previously published, nor is it before another journal for consideration (or an explanation has been provided in Comments to the Editor).
  • The submission file is in OpenOffice, Microsoft Word, or RTF document file format.
  • Where available, URLs for the references have been provided.
  • The text is single-spaced; uses a 12-point font; employs italics, rather than underlining (except with URL addresses); and all illustrations, figures, and tables are placed within the text at the appropriate points, rather than at the end.
  • The text adheres to the stylistic and bibliographic requirements outlined in the Author Guidelines.

  • Data is stored securely in password-protected systems.
  • Access to personal data is restricted to authorized personnel, such as editors and administrative staff, solely for the purpose of managing journal operations.
  • Electronic communications and submissions are encrypted to maintain confidentiality.

4. Data Sharing and Retention

  • Personal data will only be shared with third parties if required by law or necessary for the journal's operations (e.g., indexing services or publication partners).
  • Personal data will be retained for as long as necessary to fulfill the purposes stated in this policy.
  • Users may request to have their data updated or deleted in accordance with the Data Privacy Act of 2012.

In compliance with the Data Privacy Act of 2012, users of PAGSJ have the following rights:
